The most common address mix-up in the south metro
Unincorporated Arapahoe County is governed by the Arapahoe County Building Division, not by any city. Contractors must hold a county license backed by ICC Building Contractor Class A certification, re-roof permits are required above 100 square feet, and tile roof systems must go through review rather than online permitting.
This page exists because so many people believe they live in a city they do not live in. The Post Office applies municipal names across three counties, incorporated and unincorporated alike, so a Littleton address is not evidence of anything jurisdictional.
The test is your property tax statement. County only, no municipality named, means the county is your building authority.
Licensing: a higher bar than the cities around it
All contractors must be licensed by Arapahoe County to perform work in unincorporated areas. The county requires proof of ICC Building Contractor Class A certification, or equivalent certification by a recognized state or national certification entity.

The solar rule, again — but county-side
If the property has existing solar panels, a separate solar permit must be applied for before the reroof permit is issued, and removal and replacement of the PV modules must be completed by an Arapahoe County licensed solar contractor.
Structurally this mirrors the City of Littleton's rule, but the license is a county one. A solar contractor licensed by the City of Littleton is not automatically licensed by the county, so confirm which license your installer actually holds before assuming they can do the detach.
Tile roofs go through review
This is the operational quirk that catches contractors used to same-day online permitting.
All tile roof systems must be applied for as review-type permits, and the county does not accept online non-review permits for tile. A plan reviewer looks at the application before issuance.
For a concrete or clay tile reroof, that means lead time. It is not a problem if it is in the schedule from the start; it is a week of nothing happening if nobody mentioned it.
The 100 square foot line, measured across slopes
Re-roof permits are required for full replacement, or for repairs and replacements where the total repair area on any roof, or combination of slopes, exceeds 100 square feet.
Note the phrasing. It is not 100 square feet per slope. Sixty square feet on the north face and sixty on the south is 120 square feet, and that is a permitted job.
Littleton words its own threshold as an aggregate too, so the two happen to agree here. Do not assume that generalises — the thresholds are set independently and only coincidentally match.
